Committee backs county-funded abandoned-vehicle program, sends draft ordinance to staff

Aug 25, 2026

After reviewing a rewritten draft (chapter 8.32), the committee voted unanimously to send the abandoned-vehicle ordinance to staff with edits and to recommend the county-funded model (not labeled by origin) while listing the CHP AVA as an alternative; staff will adapt the memorandum for a Board packet.

The full story

The committee reviewed a substantial rewrite of a proposed abandoned-vehicle ordinance (draft chapter 8.32) and heard two funding options: (a) adopt the CHP AVA model, which requires a ballot measure and a DMV fee mechanism, or (b) a county-funded, fee‑less local program (discussed in the meeting as the Trinity-style approach). Staff summarized the proposed ordinance structure, including a graduated notice sequence (60-day courtesy notice followed by a 30-day formal notice), hearing procedures, and draft internal checklists and flowcharts for staff operations. "I submitted, draft ordinance that was rewritten based upon the, recommendations from our special meeting," the presenting staff member told the committee when explaining the packet.
