McKenna planner Jacob presented an initial Capital Improvement Plan (CIP) to help the village identify and prioritize facility, equipment and infrastructure needs over the next five to six years. He said the CIP is a multi-year planning and budgeting tool that improves grant competitiveness and does not bind the council to projects.
