Commissioners discussed whether to permit RWE to build driveway entrances and road access prior to completion of road upgrades. One commissioner said the developer "has screwed around all summer" and pointed to a lack of a completed contract with a paving company as of a recent meeting, urging caution about allowing broad access work before upgrades are finished.
