Commissioners were told that MassDOT advanced work on the west portion of the Route 28 project, which forced the town to revise its connection plans where the line ties into the existing main at the Haron River Bridge. The chair said the town had been planning to bid its portion first but had to rework drawings and permitting after the state moved ahead on its section.
