Multiple residents used the public comment period during the budget hearing to urge the Board to communicate budget choices more clearly and to caution that a statewide change (Amendment 3) could reduce revenues available for local services. Joe Humphreys told the Board that voters see headline numbers and warned against statewide actions that would reduce local control, saying, "Amendment 3, we all wanna pay less taxes, but there's a better way to do it, and this is not it."
