During the public-comment segment, Andrew Bowsher of Wilcox Communities told Council the developer reduced planned units by 76 (about a 22% reduction from an earlier concept), said the project will preserve roughly 962 trees (92% retained), and addressed open-space and trail commitments. Bowsher said the developer accepts the Planning & Zoning Commission's five recommended conditions and agreed in principle to the water-line extension condition, noting the cost would be significant.
