Staff told commissioners that previous traffic-impact triggers (50,000 sq ft, 50-lot subdivisions, or 150 new trips/day) missed small but high-trip generators like drive-throughs; proposed amendments substitute broader commercial/industrial triggers, a 10-lot threshold and PUD inclusion, and require applicants to pay for engineering review if requested.

Planning staff said the current triggers for traffic-impact studies were missing some developments that produce significant traffic despite small footprints. "Think of a drive through coffee shop. That could be a 2,000 square feet, generate a lot of traffic, but would not trigger our traffic impact study so they could evaluate the impact on county roads," Mills said as he described the reasoning.
