The Winona County Board of Commissioners voted 3–2 on Aug. 25 to approve the AFSCME Courthouse Unit Amendment for 2026–2027. Commissioner Dwayne Voegeli moved the motion, Commissioner Greg Olson seconded, and the amendment passed with Commissioners Marcia Ward and Josh Elsing recorded as voting No.
