Staff recommended defining large data centers (over 30,000 sq ft or >3 MW) and making them special‑use permits in industrial districts with strict setbacks, noise limits, closed‑loop cooling and a decommissioning bond to restore sites if facilities are decommissioned.

As part of the Chapter 134 amendments, staff proposed a definition and a set of standards for data centers intended to reduce community impacts from large‑scale facilities. Jessica said the draft definition would apply to facilities "exceeding 30,000 gross square feet and or consuming more than 3 megawatts of power," and would subject such projects to a Special Land Use Permit review in HI and LI zoning districts.
