A commissioner proposed adding language under the code's applicability section to explicitly include "inflatable devices and other display devices expressly regulated or prohibited by this chapter," and suggested adding a clear, form-based definition. The draft definition read, "Inflatable device means any object, structure, display, or device that relies on air, gas, or mechanical inflation to maintain its shape, including sealed and continuously inflated forms." Commissioners discussed prohibiting inflatables outdoors in certain zones and agreed the code should regulate form and location rather than intent or message.
