Planning staff warned that the code's current sign-area rules could unintentionally bar large murals on private façades because the code generally limits signs to 7% of a building face. The staff member said that, without clear criteria, the commission risks denying mural proposals under the sign definition and recommended pulling mural references from the draft until the Arts Commission provides guidance.
