Board members spent a substantive portion of the meeting discussing the county's extraterritorial-jurisdiction (ETJ) arrangements with the City of Spearfish, a draft ETJ ordinance dating to the 1980s and a need to reconcile map and ordinance updates. Staff said the official boundary map has been updated in both city and county systems, though a draft ordinance that would implement the map has not been finalized.
