Emergency Services proposes reorganization, reports progress on contract dispatch and new CAD quality program

Sep 23, 2026

Emergency Services presented a staff reorganization to reduce top‑heavy roles and improve communications/CAD support; commissioners approved the plan. Staff also reported progress recruiting contract dispatchers (four onboard so far), reduced overtime, and a new third‑party QA review that is improving call‑handling compliance.

The Department of Emergency Services asked the board on Sept. 22 to approve a reorganization that converts two senior positions and creates downstream coordinator roles to better align staffing with technology and operational needs. The plan would convert the communications manager role into a communications systems manager focused on CAD integration and convert the vacant EMS assistant chief into a second captain role while creating an hourly logistics coordinator to support surge events.
