Tom Pitchford, chief building official for the town (Safe Built), told trustees that permit fees are based on valuation schedules from the International Code Council rather than contractor cost. "The fees that are charged are not based on cost... It's the value of the work being done," Pitchford said, explaining valuations rely on square footage, construction type and a regional modifier.
