Planning staff explains tree-replacement rules: 2-to-1 caliper-inch ratio and 80 trees per acre fallback

Planning staff told Fairview commissioners the development code requires replacement of removed trees at 2 caliper inches planted for each 1 caliper inch removed, and if caliper cannot be determined the site must be replanted at 80 trees per acre; staff noted replacement cannot reproduce mature canopy.
