Andy Collins, who identified himself as "a resident of Spring Garden Township for over 30 years," told the board he wants to purchase about 1.2 acres of a roughly six-acre parcel and build a single-story, enclosed vehicle-storage garage with roughly 25 units to address perceived parking needs for nearby condominiums and other residents.
