Council pulled item 6F from the consent calendar for discussion after Council Member Kelly said she wanted a fuller briefing on the planned K‑9 program. Kelly said she was "not against a K9 program, but I do believe that it is an animal welfare issue" and asked for a presentation covering program operation, training and long‑term commitments.
