Board flags pressure on Transcript Reimbursement Fund as pro per applications surge

Board staff reported a 300% increase in pro per TRF applications since the program expanded; TRF has paid out over $10,000,000 to date. Staff forecast a $300,000 annual transfer may be required and warned reserves could dip toward a 6‑month threshold that would jeopardize TRF funding.

Board staff told the Court Reporters Board that the Transcript Reimbursement Fund (TRF) is under increasing pressure from rising pro per applications. Paula Bruning said the legislature established the TRF in 1981 and that a 2010 law expanded access to pro per litigants; since July 1 the board has received 99 pro per applications with 77 pending review. Bruning said the TRF has paid out "over $10,000,000" since inception.
