Jackie presented the district’s multi-tiered system of supports (MTSS) and described the non-negotiables for tiered instruction and assessment. She said tier-two instruction is delivered within the classroom during WIN time and that "they were getting 30 minutes of that daily small group instruction as that was part of our academic non-negotiables at the tier one," with tier-three students receiving 45–60 minutes of pullout or targeted instruction when needed.
