Committee member Mr. Van Sant proposed adding rule 4.1.4(f) to permit a licensee to maintain a fixed bingo change fund or starting bank between bingo occasions, provided the fund is withdrawn from the licensee's segregated bingo‑raffle account, used only for charitable gaming purposes, reconciled at the close of each occasion, secured between occasions, and available for inspection by the Secretary of State.
