CCUA representative Jeremy Johnston recommended a jointly funded technical study to support grant applications, refine project scoping and produce cost estimates suitable for grant proposals. Johnston told the council that a recent similar study cost about $150,000 and that splitting the cost among CCUA, the City and the County would be appropriate.
