The Chair opened the February session but announced early that the board did not have a quorum and that minutes would be formally adopted when a quorum is present. After routine comments and a presentation on the floodplain ordinance, members confirmed "we will require a quorum to take action at the next meeting," as AJ put it, and postponed any formal approvals.
