Council members reported seeing extensive graffiti on the town water tower, park buildings and other public property and expressed alarm about how vandals accessed the secured tower. The presiding official said repainting the water tower would be costly: "to repaint the water tower it's $150,000 because the paint that they use can't be leeched in," and added the incident raises liability and sabotage concerns.
