Town engineer Keith Bryant told the council Reynolds is about 50% complete on the wastewater punch list and that the contractor is proposing to draw down remaining contingency; staff reported the contractor has claimed it is “three or $400,000 over their maximum price,” but that contract terms require them to absorb overruns.
