The Minnesota Supervised Release Board on Sept. 22 voted unanimously to withhold parole for Alex Tovar and to move him into the stepdown process and eventual work release, with sustained vocational supports. The board said the plan is intended as a monitored step to test and strengthen Tovar’s transition readiness while he completes apprenticeship requirements and participates in recovery and behavioral programs.
