SRDC and consultants presented an enhanced in‑place recovery plan for a historic bunker oil release at the former J&L Plant 1. The plan includes treating extracted water and discharging it to the municipal sewer under a Vermont 39016 permit; the Board stressed strict monitoring and DEC/EPA approval conditions.
