Council read Ordinance No. 28-16 for a second time on Oct. 3, 2016. City Solicitor Mike Mayer presented the ordinance, and Finance Director Randy Groves summarized the outcome of nearly 18 months of negotiations and subsequent conciliation that led to changes in the firefighters' pay schedule.
