Trustees spent an extended portion of the meeting debating whether to add a five‑point locality preference to the evaluation rubric for Bond 2025 construction contracts. Trustee Jennifer Kracke proposed awarding points for locality tiers—highest for businesses inside Tomball ISD, fewer for greater Houston, then Texas, U.S., and foreign‑owned firms—saying she wanted to support local businesses.
