County finds contractorwater draw below DEC permit threshold and declines exhaustive study

Jul 15, 2026

Staff reviewed a residentcomplaint that a contractor drew water from a stream during work; the county said the contractor drew water off a county-owned bridge, that soil-and-water staff opined the withdrawal was below the DEC 100,000-gallons-per-day permit trigger, and the committee voted that no further study was necessary.

The full story

A resident raised concerns that a county contractor had withdrawn stream water during a project. Staff reported the contractor drew water from under a county-owned bridge while working on a town road, and confirmed the contractor did not enter the resident's property. County staff said they reached out to the soil-and-water director who confirmed that because the withdrawal was under the DEC permitting threshold of 100,000 gallons per day, no state permit was required and screened intakes were used to prevent harm to aquatic life.
