David Harrison, Emergency Management Director, described the county response to an evacuation at Richardson Hall in the village of Filmont after a fire‑sprinkler malfunction caused significant water damage. He said the fire chief determined the building was uninhabitable and that the response involved the village, Red Cross and county emergency teams. "Article 2B of the New York State Executive Law is clear. It has to start," Harrison said, describing how local incident command and the Red Cross coordination triggers county assistance.
