Staff presented a proposed rewrite of the city’s tree preservation rules that would require a formal tree‑removal permit and a certified tree survey or mitigation plan before development activity begins. Stephanie, the staff presenter, said the change is intended to replace the existing informal process in which an applicant only needed to write a letter to the city manager. “We don’t function like that anymore,” she said, arguing that a permit process will allow staff to review removal requests and the proposed replacements.
