After five public speakers and a wide-ranging commission debate about competition and procurement, the Broward County Commission voted to proceed with the county's noncompetitive unsolicited-proposal process for Filthy Organics, after staff said the board could still choose to pursue an RFP at a later step.

A majority of the Broward County Commission voted to move forward with findings that would permit the county to proceed under the noncompetitive unsolicited-proposal process with Filthy Organics' proposal to process yard and green waste at a county landfill. The item drew five public speakers representing local composting firms, environmental groups and residents before commissioners discussed legal and operational implications and voted unanimously to advance the item.
