The Board reminded users that only an LRO can certify and submit; the certify button is disabled until (1) an LRO signs in, (2) the linked DMR is complete or unlinked, and (3) a cover letter is provided.

Presenters told attendees that the "Certify and Submit" action in CIWQS is restricted to legally responsible officials (LROs). As Ross explained, the certify button will remain grayed out unless the user is the LRO, the DMR is complete or has been unlinked, and a cover letter is attached or entered in the Submittal tab. "Only the legally responsible official can certify and submit the report," Allison said.
