Public commenters gave detailed critiques of the draft groundwater sustainability plans during the meeting. Tom Hersick said he found contradictory language across chapters and missing critical tables and figures, calling that level of error beyond minor editing: "That's way beyond a minor tweak. that's just completely incoherent," he said, adding that wrong references and missing charts make it hard to assess what management actions will actually be required.
