Council approves pass-through flood-safety fee; staff recommends impervious-surface method

After extensive debate about fairness to businesses and legal defensibility, the Gresham City Council approved Resolution 36‑22 to bill the city—s ~$900,000 annual share of a regional Flood Safety District through the city—s utility bill using an impervious-surface (DRU) method.
