The council approved the first reading of an ordinance to establish a temporary Public Safety Levy Advisory Committee to oversee levy spending, deliver an annual CLEAR (City of Gresham Levy Expenditure Annual Report) and ensure audits and transparency. Staff described the committee as a seven‑member body of Gresham residents (with support roles from finance and a council liaison) that would be housed as a subcommittee of the finance committee and would report annually to council.
