The full story

Chris Strong, Gresham's transportation director, presented a retrospective on the Hitting the Streets local street reconstruction program, describing the program's intent, scale and funding. Strong said the city is responsible for over 900 lane miles of public roads; the Hitting the Streets effort staged roughly 150 lane miles of reconstruction, affected about 7,300 properties and was financed by shifting stormwater expenses, raising franchise fees from 7% to 10% and a five-year utility rate package starting in 2018.
