A board member of an immigrant rights organizing network told the commission that, beginning Oct. 1, some lawfully present noncitizens who lack lawful permanent resident status could lose Medicaid and SNAP benefits, leaving a small but vulnerable population at risk. "As of October 1, noncitizens who are here lawfully...are going to lose Medicaid and SNAP benefits," the board member said, and asked the commission to consider safety‑net measures for refugees, asylees and trafficking survivors while they await green cards.
