Board adopts ordinance reorganizing county emergency management code

The board approved Ordinance 2026-18 to reorganize chapter 18 of the county code, create a dedicated emergency management article, move price-gouging language, and add a new article on health-care facility emergency plan review, training, fees and certifications.

Oscar Hance, emergency management division manager, presented Ordinance 2026-18 to create a dedicated article for emergency management, clarify emergency powers, and add an article establishing health-care facility emergency plan review and exercise certificates. Hance said the ordinance "creates a proper emergency management article, cleans up outdated language, and puts the right information in the right place," and that the update reflects current responsibilities for continuity of operations and training.
