Staff explained they used a qualifications‑weighted evaluation (50% cost, 25% schedule, 15% experience, 10% key personnel) and recommended the Fane Group based on combined scoring; public works said the recommended firm would achieve substantial completion about five months earlier in working days than the lowest bidder. "This is proposed opening traffic approximately 5 months sooner than the lowest proposer," staff said during the presentation.
