Council backs policy suspending digital payments after repeated returned transactions

City staff member Christie described a policy that would suspend a customer's ability to pay digitally if they have three or more returned payments. Under the proposed approach, affected customers must pay in person using cash, a cashier's check, or a money order; the city currently charges a $30 fee for each returned payment. The council voted to approve the policy 4-0.
