Board members and the superintendent reviewed how staff and community complaints should be routed, urged written complaints for board review where necessary, and acknowledged some staff fear of retribution.

Board members reiterated that most operational and personnel complaints should be routed first to the superintendent so she can investigate and respond; matters about the superintendent would go to the board and may require executive session. "If it's a legitimate complaint and it's someone in the school, it has to follow the process ... they have to put it in writing and take it to Kelly unless it's about Kelly," the Chair said, noting written complaints give the board a record it can act on.
