Committee declines changes to UTV/ATV rules, cites highway access limits
Citing state law and Prescott’s highway access, the Health & Safety Committee voted 3-0 to make no changes to local ATV/UTV ordinances, concluding there is no legal way to access the city from outside by UTV/ATV due to surrounding highway speed limits.

City Administrator Matt Wolf briefed the Health & Safety Committee on Wisconsin law allowing municipalities to permit ATV/UTV use on local roadways under Wis. Stat. § 23.33, but noted Prescott’s geography and access routes prevent practical access: surrounding connections are US Highway 10 and State Highways 29/35, all with speed limits above 35 mph. Wolf told the committee the 2017 legislative change allows municipalities to authorize ATV/UTV operation on roads posted 35 mph or less, but Prescott lacked such low-speed highway access that would allow legal entry from outside the city.
