Commission recommends city‑code change to count 60% depletion for interior water uses

The commission voted 7–0 to recommend that city council amend Title 7 to change the city’s depletion assumption for conveyed water rights from 100% to 60% (55% irrigation depletion plus ~5% plant losses), and to retain a residential interior conveyance amount of 0.25 acre‑foot per dwelling.

Twilla City’s planning commission on Sept. 23 voted unanimously to forward a proposed text amendment to city council that would change the city’s diversion/depletion assumptions when developers convey water rights. City engineer Paul Hansen explained staff proposes to replace a 100% depletion assumption with 60% to reflect that irrigation rights historically assume 55% depletion and that the city’s reclamation plant accounts for roughly 5% loss in solids/sludge handling.
