Twilla City planning staff recommended and the planning commission approved a conditional use permit for an accessory drive‑thru facility at 967 North Main Street for a proposed Chick‑fil‑A. Staff said the CUP covers only the drive‑thru; final site plan, landscaping, engineering and building permits will be handled through the city's site plan review and permitting process. Because the site relies on shared access, staff recommended a recorded maintenance (cross‑access) agreement as a condition during site plan review.
