Substitute fill rates improve but gaps remain, district told

Administration reported progress with Kelly Services, the district's substitute staffing vendor. The packet showed the overall fill rate increased to 60.5% (from 32.8% in 2022–23). Licensed staff fill rates were higher (about 75%) and substitute teacher fill rates were nearly 76%, administrators said.
