Council directs staff to draft housing commission formation document
After hearing history from a 2017 housing advisory committee and recent master-plan work, the council voted to direct staff to draft a housing-commission formation document for future discussion, citing ongoing housing supply and workforce-housing concerns.

The council discussed whether Chelsea should create a citizen housing commission whose primary role would be to advocate for policies and programs that increase affordable housing availability. The mayor summarized the 2017 housing research advisory committee’s work, the 2019 master-plan update and the 2021 zoning update, and said a 2024 state Housing Readiness Incentive grant will help fund implementation measures.
