Casey Urquhart presented the first-year report for TID 10, created December 2023, noting its expenditure period ends in 2038 and a projected closure around 2045 under current cash-flow assumptions. Because the district is new, he said the year-end fund balance is "still showing in the negative" while the district awaits tax-increment realization; the presentation projects increments beginning in 2027 and ramping up by 2029–2030.
