Five student-athletes from a range of sports told senators that instability in transfers, litigation and recruitment spending threaten nonrevenue programs and Olympic pipelines. Diego Diaz, chair of the NCAA Division I Student Athlete Advocacy Committee, said he had seen programs eliminated and Olympic pipelines weakened and urged support for the bill to protect those opportunities.
