The Cole County Commission voted unanimously to approve and sign a Rail Spur Operations Agreement between the County of Cole and Capital Oil Terminals, LLC. Commissioner Harry Otto moved the approval and Commissioner Jeff Hoelscher seconded; Presiding Commissioner Sam Bushman, Commissioner Hoelscher and Commissioner Otto recorded yes votes.
